2012 and Beyond: A Future Framework for the FRS?

The Context

The Government recently released for consultation a new draft ‘National Framework’ for the Fire & Rescue Service. It highlights the following priorities for fire & rescue authorities;

  • Identify and assess the full range of fire & rescue related risks their area faces, make provision for prevention and protection activities and respond to incidents appropriately
  • Work in partnership with their communities and a wide range of partners locally and nationally to deliver their service
  • Be accountable to communities for the service they provide


Against the backdrop of the now completed Fire Futures Review, the expected movement of the Localism Bill into Act, and a tight funding settlement, what will the FRS look like in 2012 and beyond?

The Issues

Engaging with the panel, key issues to be addressed include:

  • A new National Framework – the underlying principles and what impact will it have?
  • The Localism Bill – what does it mean for the FRS?
  • National Resilience – who takes the lead and coordinates it?
  • Accountability – what does proper local accountability look like?
  • Collaboration – how should cross-sector functions be managed?
  • Local Government Resources Review – how will funding be structured post-2012?
  • Red Tape Challenge – what does it mean for fire safety regulation?
  • Awareness – the future for the Fire Kills campaign and the national advertising strategy

The Event

Delegates in the morning of this Policy and Practice Briefingwill be briefed about and discuss the National Framework and latest Government actions and policies affecting the FRS. The afternoon will consider issues the Government believes are best resolved at the local level. Delegates will have the opportunity to engage with the expert panel throughout.
